keeping with the integration debate everywhere - Zygmunt Bauman suggests the analysis of the population into ethnic groups and minorities as an expression of the old ruling principle divide et impera :
"The powerful have to at all times the established principle of divide et impera operated if you feel threatened by the union of diverse, previously scattered complainant. felt if it is possible to prevent them that they are united in under whistleblowing suffering anxiety and anger when the various categories associated oppressed more songs separately to their needs, then can the protest in a variety of hostilities split up between the tribes and communities - communities where the leading powers then the role of the impartial judge, the keeper of the equal opportunity of competing claims, the apostle of peace, the Saviour and benevolent protector of all involved in the murderous conflict parties, and their contribution to the attainment of the conditions, that this conflict have been avoided, is then usually overlooked and forgotten. (...) If the poor fighting each other, the rich have reason to rejoice. "
